4.1 Comparative Policy and Institutional Analysis Design
This study adopts a multi-tiered comparative institutional and spatial analytical design to examine regional grid constraints and energy equity across Indonesia. The methodological framework integrates statutory and governance analysis of the national power monopoly with localized technical evaluations of renewable deployment. At the macro-institutional level, the research examines the structural lock-ins, operational mandates, and competing reform perspectives surrounding Perusahaan Listrik Negara (PLN), evaluating how centralized market monopolies condition national decarbonization trajectories (crossref-10-1016-j-erss-2024-103797). This institutional inquiry is paired with socio-legal frameworks addressing consumer protections and utility service disruptions in urban demand centers such as DKI Jakarta, where grid reliability intersects directly with regulatory accountability under statutory mandates (crossref-10-24912-adigama-v2i2-6920). Concurrently, to capture peripheral divergence, the empirical design incorporates comparative case study parameters from remote, frontier, and disadvantaged localities, specifically evaluating the technical and economic viability of replacing fossil-fueled diesel power plants with decentralized solar photovoltaic and battery storage systems (18491819). Methodologically, document analysis of regulatory statutes, utility planning instruments, and legal disputes is triangulated with geospatial and techno-economic modeling metrics. By bridging centralized utility governance inquiries with peripheral off-grid assessments, the methodology cross-validates qualitative institutional findings against localized infrastructural realities. This integrated dual-track approach enables a robust examination of spatial disparities across archipelagic territories, ensuring that metropolitan grid vulnerabilities, legal liabilities, and rural renewable scale-up bottlenecks are systematically evaluated within a comprehensive energy justice framework.
