These intersecting dilemmas highlight the urgent necessity of aligning grid reliability, climate resilience, and spatial justice.

The socio-technical dynamics of national energy planning exacerbate regional inequities during low-carbon modernization. While primary industrial and urban hubs absorb substantial capital investments, captive power dependencies and rigid long-term power purchase agreements frequently impede the integration of renewable energy sources [7]. In dense urban agglomerations like Jakarta, sea-level rise and extreme precipitation exacerbate localized grid failures, turning infrastructural fragility into systemic public vulnerabilities [2].
