While non-conventional fossil fuels represent an immediate national priority for fiscal solvency and domestic supply, international decarbonization pressures and exceptional wind capacity position Patagonia as a prime candidate for hydrogen electrolysis and export-oriented clean infrastructure [5].

However, deploying transition infrastructure across these territories exposes substantial structural constraints. Large-scale energy initiatives interact with historically grounded territorial claims and fragile ecosystems, generating spatial friction among industrial operators, local municipalities, and indigenous communities [2]. The intense water requirements of hydraulic fracturing alongside the resource inputs demanded by hydrogen electrolysis create competing pressures on regional watersheds [1]. Furthermore, logistical bottlenecks, transmission deficits, and divergent policy goals between centralized export agendas and regional socio-ecological needs impede the coherent execution of dual energy regimes [2], [5].

This diploma thesis examines the feasibility and implementation constraints shaping transition infrastructure across Vaca Muerta and Patagonian green hydrogen hubs. Utilizing political ecology frameworks and multi-criteria policy analysis grounded in peer-reviewed case literature, the study evaluates spatial co-location, hydro-social governance, and logistical barriers to establish integrated institutional strategies for sustainable regional planning [1], [5].

2.3 Infrastructure Frictions, Water Demands, and Indigenous Land Claims

Applying the theoretical framework of hydro-social territories illuminates how energy infrastructure in northern Patagonia does not expand across neutral geographic space, but rather imposes distinct spatial, regulatory, and ecological imperatives upon previously inhabited landscapes. As unconventional fossil fuel extraction intensifies across the Vaca Muerta formation, the physical materialities and subsurface claims of the hydrocarbon industry directly clash with ancestral forms of land occupancy and tenure. Consequently, regional energy transition pathways encounter severe socio-political implementation constraints when technical agendas disregard established territorial relations. Implementing decarbonized vectors or sustaining extraction without addressing these structural frictions perpetuates ongoing governance impasses, demonstrating that sustainable infrastructure viability fundamentally depends on recognizing community rights and hydro-social realities.
