6. Discussion: Structural Bottlenecks in Post-Conflict Rural Modernization
A critical synthesis of territorial peacebuilding scholarship demonstrates that structural modernizations under the Programas de Desarrollo con Enfoque Territorial (PDET) remain entangled with historical inequalities and institutional rigidities. Legal and institutional analyses underscore that PDET implementation faces deep structural hurdles, particularly in recognizing rural campesino communities and conflict victims as subjects of special protection within comprehensive rural reform (Los retos del PDET en el proceso de reforma rural integral y el acuerdo de paz en Colombia, 2026). Simultaneously, research on post-conflict transitions reveals that reintegration programming often suffers from insufficient structural flexibility and persistent social stigma, highlighting that sustainable stabilization depends fundamentally on meaningful stakeholder participation and programmatic adaptation to local needs (Participation in Peacebuilding: Reintegration Programming in Colombia, 2016). However, an important research gap persists at the intersection of rural connectivity, decentralized higher education delivery, and institutional reintegration pathways across historically isolated PDET subregions. While existing literature evaluates agrarian rights frameworks and centralized demobilization frameworks independently, it frequently overlooks how deficits in physical and technological connectivity directly constrain educational access and long-term socio-economic reintegration. This discussion operates under certain methodological limitations. Relying on secondary indicators and institutional reporting across distinct territorial typologies restricts the capture of unrecorded local community practices and informal learning networks. Furthermore, variations in administrative reporting across municipalities introduce potential unevenness in evaluating rural infrastructure. Future research must expand mixed-method longitudinal designs that connect spatial connectivity metrics directly to the educational and participatory outcomes of historically vulnerable populations.
