The integration of vulnerable households into decentralized renewable frameworks represents a vital yet contested dimension of contemporary energy governance. Renewable energy communities demonstrate significant potential to alter local consumption balances, incentivize decentralized generation, and alleviate the burden of disproportionately high utility expenditures for low-income participants (Business Models for Energy Community with Vulnerable Consumers, 2025). Concurrently, broader structural transformations, including population aging, solitary living arrangements, and disability-related requirements, critically amplify domestic vulnerability and reshape long-term energy demand (Demographic Shifts, Household Energy Needs and Vulnerability, 2023). Synthesizing these scholarly perspectives reveals that technological adoption and collective generation alone remain insufficient if organizational designs ignore underlying demographic shifts and socioeconomic barriers. A critical research gap persists regarding how community governance structures can systematically institutionalize tailored business models, participatory mechanisms, and equitable benefit-sharing arrangements for aging, low-income, or mobility-impaired populations without compromising collective financial viability. While decentralized models prioritize aggregate self-consumption and grid balancing, existing literature rarely evaluates the direct operational intersection between structural demographic transformations and targeted socioeconomic tariff relief. Furthermore, this analytical synthesis is subject to several conceptual and empirical limitations. The existing evidence base relies predominantly on localized demographic projections and exploratory operational frameworks, which restricts direct generalizability across heterogeneous national regulatory jurisdictions, distinct building typologies, and varied housing tenures. Addressing these governance bottlenecks and methodological constraints requires comprehensive longitudinal investigations to establish actionable frameworks that ensure decentralized energy transitions remain equitable and accessible.
