However, the simultaneous development of conventional resource extraction and planned green transition infrastructure produces severe regional territorial tensions. Extreme scale hydrocarbon extraction in Vaca Muerta has generated deep socioeconomic friction, fundamentally threatening the traditional land use and sovereignty of indigenous Mapuche communities [7, 8]. These structural conflicts are further magnified across regional watersheds, where local populations face immediate, existential threats to their ecological livelihood and hydro-social stability [5].

This paper systematically evaluates diverse stakeholder outcomes at the immediate intersection of intensive hydrocarbon extraction and emerging clean energy infrastructures. By synthesizing localized resistance, this research demonstrates how community-led socio-environmental assemblies actively challenge centralized state-led energy planning by promoting grassroots territorial alternatives [5]. Analyzing these community perspectives is absolutely vital to identifying and overcoming critical technological, institutional, and social barriers to sustainable development [4].

Ultimately, analyzing these complex Patagonian dynamics demonstrates that a genuinely sustainable energy transition cannot be decoupled from regional justice. Existing literature predominantly analyzes hydrocarbon extractivism and green hydrogen initiatives as isolated technological sectors, thereby obscuring how shared logistics, energy grids, and finite hydrological basins create compounding cumulative pressures on rural and indigenous populations. Furthermore, a primary methodological and empirical limitation of the present study stems from its geographic focus on Neuquén, which potentially restricts the generalizability of findings to neighboring Patagonian jurisdictions governed by divergent provincial water rights regimes and administrative frameworks. In addition, the volatility of regional energy policies complicates the long-term projection of stakeholder outcomes. Addressing these critical empirical constraints requires integrated socio-technical governance models that formally acknowledge local territorial claims.
