Establishing coherent progression from technical-vocational pathways to baccalaureate qualifications remains a central strategic priority for workforce mobility and national development [1]. Evaluating the systemic alignment and programme standards across distinct institutional locations provides critical insight into the actual execution of joint educational mandates.

Institutional fragmentation and mismatched curricular standards frequently undermine seamless credit transfer and quality assurance across state and private training providers. Disparities in technical infrastructure, faculty competencies, and regulatory compliance across diverse academic clusters create friction points in executing harmonised curricula [2]. Without standardized cross-site assessment frameworks, structural inequities and curriculum misalignments persist, impeding learner transitions between vocational diplomas and higher education degrees.

This paper examines the measurement mechanisms of articulation frameworks and programme quality across multiple educational sites in the Philippines. Drawing on comparative institutional analyses and established cross-site pooling models [8], the investigation evaluates competency benchmarks, resource distribution, and regulatory coherence. The analysis clarifies policy-level interventions needed to establish robust dual-sector integration and sustainable vocational-academic pathways.

Competency Convergence and Institutional Gaps

The structural coherence of articulation between vocational systems and tertiary degree programmes depends heavily upon continuous competency calibration and institutional capacity. While vocational education frameworks seek to establish standardized, performance-based competencies [1], substantive gaps frequently emerge in practical implementation across sub-national clusters. In particular, curricular mismatches between technical training regulations and higher education degree requirements highlight profound disparities in instructional facilities, specialized funding, and instructor qualifications [2]. When evaluating multi-site educational initiatives, the assumption of programmatic uniformity across disparate campuses often fails unless structural invariance across locations is rigorously tested [8].
