The long-term viability of local digital transformations depends upon the institutional capacity to protect critical public services while systematically maintaining data integrity and technical uptime during systemic network disruptions [3].

Transitioning public functions into digital environments creates structural challenges for decentralized authorities, where technical modernization often outpaces defensive infrastructure [2]. Municipalities operate under persistent administrative resource constraints, uneven technical capacity, and varying levels of workforce readiness [4], [6]. Furthermore, critical municipal infrastructures frequently operate with inadequate redundancy mechanisms across foundational internet protocols [3]. When local government electronic platforms experience cyber disruption, systemic service delivery ceases, undermining public trust and compromising broader disaster risk reduction protocols established within local communities [1].

Evaluating the longitudinal outcomes of municipal digitization requires a rigorous assessment of the balance between front-end service delivery and back-end cyber resilience [7], [8]. By synthesizing documented institutional records with operational capability indicators, the methodology assesses how municipal organizations institutionalize risk mitigation alongside citizen-facing service accessibility. This analytical approach ensures that electronic service assessments do not merely quantify platform availability, but critically examine the structural endurance of decentralized public infrastructure against operational disruptions.
