3.2 Methodological Protocol for Longitudinal Secondary Evaluation of Municipal E-Governance Infrastructure
Evaluating the longitudinal maturation of local government unit (LGU) e-services necessitates a robust methodological framework that captures both administrative digitization pathways and municipal cyber resilience capabilities. In public administration, digital platforms expand institutional attack surfaces, transforming cyber resilience from an isolated technical objective into an essential governance capacity for anticipating, absorbing, and recovering from disruptions (17980177, 2022). Therefore, this study operationalizes a multi-dimensional analytical protocol that tracks institutional capability benchmarks across diverse municipal workflows. Empirical investigations into Philippine local governance highlight that emerging municipal technologies remain concentrated in back-office documentation and basic data processing, while encountering persistent constraints in digital skills, data infrastructure, and cybersecurity safeguards (crossref-10-52152-p78svt24, 2024). To systematically evaluate these institutional dynamics over time, the research design incorporates a longitudinal secondary matrix structured around technological readiness, workforce adaptation, and infrastructure continuity. Data extraction protocols categorize municipal operational trajectories across key administrative departments to capture systemic dependencies and governance vulnerabilities. Furthermore, this methodological structure establishes explicit assessment criteria to gauge institutional alignment between national cybersecurity directives and local policy execution across distinct operational periods. By synthesizing documented institutional records with operational capability indicators, the methodology assesses how municipal organizations institutionalize risk mitigation alongside citizen-facing service accessibility. This analytical approach ensures that electronic service assessments do not merely quantify platform availability, but critically examine the structural endurance of decentralized public infrastructure against operational disruptions.
