By linking financial disbursements directly to incremental production and domestic capital investment, the framework seeks to position the domestic economy as a resilient international hub for electronic component production and high-technology assembly [7].

Despite the broad national architecture of these fiscal incentives, the distribution of industrial capacity and the absorption of technological knowledge exhibit pronounced sub-national variation. Advanced electronics and semiconductor supply networks require sophisticated supporting ecosystems, including specialised utility infrastructure, skilled labour concentrations, and capable domestic micro, small, and medium enterprises [4]. When central incentives interact with disparate state-level supplementary schemes and pre-existing industrial infrastructure, industrial outcomes diverge significantly across regions, frequently reinforcing geographic clustering and assembly-oriented activities rather than fostering broad-based component upgrading [4].

This research examines how sub-national policy environments and structural capabilities modulate the impact of central semiconductor incentives on domestic supplier development. Utilizing a systematic comparative review of industrial policy literature, central notifications, and global value chain analytical models, the study investigates the structural barriers that hinder tier-two and tier-three suppliers from transitioning into high-value manufacturing nodes [1, 4]. The resulting synthesis contributes to the ongoing debate regarding state capacity, regional divergence, and targeted industrial upgrading within emerging markets.

Evaluating the interplay between federal incentive design and regional capability building is vital for establishing sustainable domestic value addition. As international sourcing patterns reorganize around supply chain diversification, the transition from basic assembly functions to deep domestic technology generation requires targeted interventions at the regional level [4, 7]. 4. Institutional Mechanisms and Strategic Upgrading Bottlenecks

The empirical findings reveal that while central Production Linked Incentive mechanisms stimulate final-stage manufacturing output, they fail to induce organic domestic supplier upgrading without targeted sub-national capability-building frameworks. Consequently, uniform federal performance subsidies risk entrenching spatial disparities across states that possess divergent infrastructure readiness and localized supplier networks. A notable limitation of this study lies in its analytical reliance on secondary policy documentation and initial implementation evaluations. Because advanced electronics and semiconductor fabrication initiatives operate across extended gestation cycles, capturing definitive long-term technological spillovers, inter-firm learning dynamics, and tier-two supplier absorption remains constrained by currently available macro-level performance metrics.
