4. Institutional Mechanisms and Strategic Upgrading Bottlenecks
The empirical findings reveal that while central Production Linked Incentive mechanisms stimulate final-stage manufacturing output, they fail to induce organic domestic supplier upgrading without targeted sub-national capability-building frameworks. Scholarly evaluations demonstrate that the federal framework successfully attracts investment and promotes industrial competitiveness by subsidising incremental sales of manufactured goods over baseline thresholds (Overview on Production Linked Incentive Scheme, 2025). Nevertheless, critical assessments indicate that output-based incentives perpetuate assembly-oriented integration within global value chains rather than fostering deep-tier component ecosystems (Industrial Policy and Global Value Chains in India, 2026). Without dedicated institutional support for technology transfer and micro, small, and medium enterprise development, volume-linked fiscal transfers alone cannot overcome structural domestic capability bottlenecks (Industrial Policy and Global Value Chains in India, 2026). This divergence highlights a critical gap in contemporary industrial policy literature: prevailing studies focus extensively on aggregate national export metrics, neglecting how regional institutional capacity and state-level add-on policies mediate domestic supplier upgrading across heterogeneous manufacturing corridors. Consequently, uniform federal performance subsidies risk entrenching spatial disparities across states that possess divergent infrastructure readiness and localized supplier networks. A notable limitation of this study lies in its analytical reliance on secondary policy documentation and initial implementation evaluations. Because advanced electronics and semiconductor fabrication initiatives operate across extended gestation cycles, capturing definitive long-term technological spillovers, inter-firm learning dynamics, and tier-two supplier absorption remains constrained by currently available macro-level performance metrics.
