Introduction

Sustaining institutional capacity within national scientific councils relies directly on the continuous recruitment and structural retention of early-career researchers across public scientific domains [1]. When broader macroeconomic instability interacts with funding constraints, national research bodies face severe bottlenecks that undermine institutional capacity and career security [1].

Compounding these structural challenges, the modern academic landscape imposes severe systemic pressures, ranging from evaluation models tied to commercial publishing structures to contractual precarity [4]. These structural barriers often decouple institutional research agendas from early-career talent support, accelerating brain drain and undermining institutional stability [2].

This article examines the mechanisms governing human capital retention within the National Scientific and Technical Research Council (CONICET) and equivalent research bodies. Through a qualitative comparative policy analysis, the investigation delineates institutional gaps and articulates actionable policy trajectories for long-term talent stewardship.

6. Discussion: Policy Levers for Sustainable Talent Retention

The structural vulnerability of early-career researchers within national research ecosystems underscores the pressing necessity for institutional policy redesign. Sustainable scientific capacity cannot rely solely on the continuous production of doctorates without institutional mechanisms that ensure long-term career stabilization and material security. Contractual precarity and reliance on short-term funding structures severely undermine scientific integrity and drive talent attrition, as investigators face compounded pressures within systemic prestige economies ("An outdated publishing system threatens both research integrity and the retention of rigorous early career researchers", 2022). When public scientific councils fail to provide clear pathways toward tenure and professional development, institutional human capital inevitably dissipates through professional retraining or international out-migration. To counteract these systemic vulnerabilities, institutional strategies must treat research personnel as vital intellectual assets rather than disposable labor.
