The integration of Large Language Models and predictive analytics into the bureaucratic machinery of American universities has outpaced the development of regulatory oversight. While faculty debates often focus on pedagogical integrity, the shift in management—affecting admissions, financial aid, and student retention—introduces systemic vulnerabilities. Organizational reliance on proprietary algorithms frequently occurs without clear audit trails or vendor accountability. This rapid adoption necessitates a rigorous examination of how algorithmic decision-making intersects with the fiduciary duties of university leadership. Evidence suggests that without intervention, the automated processing of student data may inadvertently create new forms of digital redlining. The urgency of this inquiry stems from the immediate need to reconcile operational efficiency with the ethical mandates of higher education. Existing organizational frameworks frequently fail to distinguish between general-purpose IT infrastructure and the autonomous nature of machine learning systems. Traditional risk management protocols remain ill-equipped to handle the "black box" opacity of models that now influence resource allocation and enrollment management. When these systems operate without standardized oversight, they risk perpetuating historical biases or violating privacy statutes like FERPA in ways that are difficult to detect or remediate. The absence of a centralized governance model leaves individual departments to negotiate complex technical landscapes in isolation, creating a fragmented and potentially hazardous operational environment. This fragmentation does not merely pose a technical hurdle; it threatens the very legitimacy of the university as a fair and transparent arbiter of opportunity. Addressing this requires a move beyond reactive policy-making toward a proactive architecture of accountability. This research seeks to bridge the gap between technological capability and administrative responsibility by constructing a robust framework for deployment controls. To achieve this, the study first identifies core challenges associated with the adoption of AI in non-academic functions. By evaluating existing regulatory structures, the analysis investigates how centralized management might either support or inadvertently stifle institutional autonomy. The methodology utilizes a mixed-methods approach, combining qualitative interviews with university leaders and a quantitative review of policy documents across diverse US campuses. Through this empirical lens, specific implementation measures are formulated to govern data ingestion, model validation, and output monitoring. These mechanisms serve as the technical foundation for a broader set of ethical guidelines focused on radical transparency and the protection of constituent data. Establishing a coherent strategy for algorithmic management offers more than just risk mitigation; it provides a roadmap for sustainable innovation. Universities that successfully integrate these controls can leverage predictive tools to enhance student success while maintaining the public trust essential to their mission. The theoretical implications of this work extend to the broader field of public administration, challenging existing notions of bureaucratic accountability in the age of automation. Practically, the proposed framework offers university registrars, provosts, and chief information officers a tangible toolkit for aligning computational efficiency with academic values. By moving the conversation from abstract ethics to concrete administrative practice, this study clarifies the path toward a more equitable and technologically proficient landscape.
