While previous cycles of digital transformation focused on digitizing records or automating payroll, current algorithmic systems influence high-stakes decisions ranging from admissions forecasting to student retention modeling. The speed of this adoption often outpaces the development of institutional oversight, leaving a tactical vacuum where technical capability exceeds regulatory readiness. This gap exposes universities to legal liabilities and ethical quandaries that traditional IT governance structures are ill-equipped to manage. Existing administrative frameworks frequently treat artificial intelligence as a standard software acquisition rather than a transformative socio-technical system. This narrow categorization fails to account for the unique risks of algorithmic bias, data privacy erosion, and the potential for "black-box" decision-making to undermine the transparency required in public and private education.
