Finally, what policy frameworks can be developed to ensure that the integration of AI promotes educational equity rather than institutional exclusion? By answering these questions, the research aims to provide a critical evaluation of the current state of AI in the United States and offer a roadmap for more responsible implementation. The primary aim of this dissertation involves analyzing the impact of artificial intelligence on educational quality, accessibility, and institutional equity within the United States. To fulfill this aim, the research focuses on four specific objectives. The first objective evaluates the role of AI in fostering personalized learning, determining whether these technologies truly adapt to diverse pedagogical needs. The second objective assesses the impact of research funding stratification, investigating how the concentration of resources in elite institutions affects the broader educational landscape. The third objective identifies the ethical challenges inherent in AI-driven assessment tools, with a particular focus on transparency and algorithmic fairness. The final objective proposes robust policy frameworks designed to guide school districts and universities in the responsible and equitable deployment of AI technologies. The object of this study is the integration of artificial intelligence within the United States educational system, covering both K-12 and higher education contexts. Distinct from this, the subject of the research is the socio-economic and pedagogical impact of this integration on educational quality and institutional equity. This distinction allows for a nuanced analysis that separates the technical capabilities of AI from the societal consequences of its implementation. By focusing on the United States, the study acknowledges the unique challenges posed by a decentralized educational system where local, state, and federal policies often overlap or conflict. The scope of this research is delimited to the United States educational system between 2020 and 2025, a period marked by the rapid mainstreaming of Large Language Models and predictive analytics. While international trends in AI integration (Cabanillas-García, 2025) provide a necessary comparative context, the primary focus remains on the American socio-political environment. The study excludes the technical development of AI algorithms, focusing instead on their application and governance. Furthermore, while AI applications in healthcare (Gencer & Gencer, 2025) or specialized fields like ophthalmology (Agnihotri & Nagel, 2025) offer valuable insights into data ethics and professional standards, they are considered only in terms of their transferable lessons for educational policy. This delimitation ensures a focused analysis of the specific institutional and socio-economic variables that define the American educational experience. The theoretical significance of this work lies in its contribution to the evolving field of digital leadership and algorithmic governance. It challenges the techno-optimist narrative that views AI as a neutral tool for progress, suggesting instead that technological integration is a deeply political process that reflects existing power structures. By synthesizing bibliometric data with qualitative policy analysis, the research provides a new framework for understanding how "digital leadership" (Okunlola & Naicker, 2025) must evolve to include ethical oversight and equity-focused decision-making. Practically, the study offers immediate value to school administrators, policymakers, and educators who are currently navigating the complexities of the AI era. The proposed policy frameworks provide a baseline for developing district-level and institutional guidelines that prioritize student rights and equitable access. The methodology for this dissertation utilizes a multi-methodological approach, combining bibliometric analysis with qualitative content analysis. Following the model established by Tamphu and Suyitno (2024), R-Studio assisted bibliometrics are used to map the current research landscape and identify trends in AI funding and publication. This quantitative foundation is supplemented by a content analysis of AI policies in K-12 districts, mirroring the approach used by Eutsler and Rivera (2025) to identify gaps in current governance. By triangulating data from academic literature, policy documents, and institutional reports, the study ensures a comprehensive view of both the theoretical and practical dimensions of AI integration. This approach allows for an objective evaluation of how AI is being discussed in the research community versus how it is being implemented on the ground. The dissertation is structured into five chapters designed to lead the reader from broad theoretical concerns to specific policy recommendations. Following this introduction, the second chapter provides a detailed review of the literature, tracing the history of digital leadership from the early 1990s to the current AI-driven era. The third chapter examines the pedagogical impact of AI, specifically focusing on the efficacy of personalized learning systems and their influence on student engagement. The fourth chapter addresses the core issues of institutional equity and ethics, analyzing the distribution of research funding and the risks associated with automated assessment. The final chapter synthesizes the research findings to propose a comprehensive policy framework for the United States, emphasizing the need for federal oversight and local accountability. The rapid integration of AI into American schools necessitates a critical examination that moves beyond the initial excitement of technological novelty. As the evidence from healthcare and other automated sectors suggests, the risks of bias and exclusion are inherent in any system that relies on historical data to predict future performance. By focusing on the intersection of educational quality and institutional equity, this dissertation seeks to ensure that the future of learning in the United States is defined not just by technological efficiency, but by a commitment to justice and accessibility for all students.
