While the promise of enhanced efficiency and personalized learning persists, the reality of implementation reveals a complex landscape of disparate access and ethical ambiguity. The rapid integration of these technologies necessitates a critical examination of their impact on equity, pedagogical quality, and institutional structure, as the current pace of adoption often exceeds the development of oversight mechanisms. Contemporary research identifies a widening gap between the technical capabilities of Large Language Models and the pedagogical readiness of academic institutions. Ballard and Antigua-Made (2025) highlight that generative AI holds immense potential to enhance specialized training, yet the deployment of these tools occurs within an environment of varying student knowledge and ethical perceptions. While AI technologies such as chatbots and generative models offer the potential for personalized learning, their deployment risks exacerbating existing socioeconomic divides. Without a robust framework, the benefits of AI-driven efficiency may accrue primarily to well-funded institutions, while under-resourced schools face the risks of algorithmic bias and reduced human oversight. This research seeks to resolve the tension between the drive for technological innovation and the mandate for educational equity. Specific research questions guide this investigation to ensure a rigorous analysis of the phenomenon. How does the integration of AI-driven personalization affect the pedagogical relationship between educators and students in diverse socioeconomic settings? To what extent does institutional funding for AI research and infrastructure correlate with existing patterns of academic stratification? What regulatory mechanisms are required to mitigate the ethical risks of algorithmic bias in U.S. K-12 and higher education? Finally, what strategies can institutions employ to ensure that AI implementation promotes responsible and equitable outcomes? These questions facilitate a move beyond descriptive analysis toward a critical evaluation of the systemic shifts currently underway. The primary aim of this study is to analyze the multifaceted impact of artificial intelligence on the educational landscape in the United States, focusing on institutional stratification, pedagogical innovation, and ethical governance. To achieve this, several specific objectives are pursued. First, the study evaluates the role of AI in enhancing personalized learning and teaching efficiency, drawing on bibliometric data to identify successful implementation models. Second, the research identifies patterns of institutional stratification by examining how AI research funding and infrastructure are distributed across the U.S. academic hierarchy. Third, the analysis addresses the ethical challenges and regulatory requirements necessary for safe AI deployment in schools. Lastly, the work proposes evidence-based strategies for equitable and responsible AI implementation that prioritize human-centric pedagogical values. The object of study is the integration of artificial intelligence within the United States educational system, encompassing both K-12 and higher education contexts. This includes the hardware, software, and algorithmic processes that constitute the AI ecosystem in academic settings. The subject of study is the systemic impact of this integration on educational equity, pedagogical quality, and institutional funding structures. By distinguishing between the technological object and the systemic subject, this dissertation maintains a focus on the human and institutional consequences of automation rather than merely the technical specifications of the tools themselves. The scope of this research is delimited to the United States educational system between 2020 and 2025, a period marked by the emergence of high-capability generative models and significant post-pandemic policy shifts. While global trends in AI are acknowledged, the primary focus remains on the unique regulatory and funding environment of the U.S. This study does not provide an exhaustive technical manual for AI development; instead, it critiques the application and governance of these technologies. Furthermore, while AI in specialized fields like radiology (Ballard et al., 2025) or elderly care (Khalafehnilsaz & Rahnama, 2025) provides useful comparative data, the primary analysis is restricted to general academic and pedagogical contexts. The theoretical significance of this work lies in its contribution to the evolving discourse on digital leadership and algorithmic pedagogy. By synthesizing bibliometric trends and ethical frameworks, the research challenges the techno-optimist narrative that views AI as a neutral equalizer. Following this, the second chapter examines the pedagogical implications of AI, focusing on the tension between automated personalization and the human element of teaching. The third chapter addresses the socio-economic dimension, presenting data on institutional stratification and the concentration of AI research funding. The fourth chapter provides a critical analysis of ethical and regulatory frameworks, evaluating current U.S. policies against international benchmarks. The final chapter synthesizes these findings to present a strategic framework for equitable AI implementation, offering recommendations for researchers, educators, and policymakers. The emergence of Generative Artificial Intelligence represents a transformative moment for U.S. education, one that requires more than just technical adaptation. It demands a fundamental reassessment of what it means to teach and learn in an age of automation. By grounding the analysis in empirical evidence and ethical theory, this dissertation seeks to move the conversation beyond hype and toward a sustainable model of technological integration.
