Introduction

Neurodivergent students in higher education encounter persistent structural barriers that significantly impede equitable academic engagement, despite widening participation agendas across United Kingdom universities [1, 3]. Traditional instructional modalities and inflexible assessments often perpetuate pathologising views of cognitive difference rather than embracing cognitive variation as natural human biodiversity [3, 5].

Implementing Universal Design for Learning offers an evidence-informed pathway to embed multimodal delivery, varied assessment mechanisms, and proactive accessibility across institutional learning environments [1, 4]. Nevertheless, systemic adoption remains constrained by limited academic staff training, rigid institutional structures, and normative assumptions regarding ideal student behaviours [2, 5].

This synthesis examines the critical pedagogical, institutional, and relational mechanisms governing inclusive universal design in higher education [1, 4]. By evaluating contemporary literature through the neurodiversity paradigm and double empathy theory, this paper establishes a holistic framework for compassionate, accessible, and sustainable university learning environments [3, 6].

Discussion: Integrating Compassionate Pedagogy with Universal Design

The implementation of Universal Design for Learning (UDL) within higher education requires a shift from superficial structural adjustments towards relational, compassionate pedagogy that actively validates neurodivergent learners. Although UDL provides foundational principles for accessibility, structural barriers frequently persist when institutional frameworks fail to address staff knowledge deficits and rigid pedagogical conventions (Universal Design for Learning Systematic Review, 2025). Embedding UDL without an authentic neurodiversity-affirming ethos risks reducing accessibility to a compliance-driven checklist rather than fostering genuine educational equity. Integrating compassionate pedagogy directly challenges pathologising models of cognitive difference by framing neurodivergence as natural cognitive variation, drawing on double empathy principles to transform classroom interactions and leadership cultures (Compassionate Pedagogy Conceptual Analysis, 2023). Furthermore, student voice must remain central to instructional redesign to prevent well-intentioned adaptations from generating new forms of cognitive overload. While multimodal and interactive methods enhance student engagement, unstructured social demands can cause significant distress unless institutions provide flexible participation options, including anonymous digital interaction and varied assessment routes (Hearing Out Neurodivergent Students Study, 2025). Consequently, effective tertiary inclusion demands that universal design principles operate in tandem with compassionate, student-centred frameworks. Rather than expecting neurodivergent undergraduates to carry the sole burden of self-advocacy within exclusionary spaces, universities must cultivate institutional readiness through sustained staff training, flexible curricula, and empathetic teaching practices. Ultimately, this synthesis demonstrates that creating sustainable academic environments depends upon combining flexible instructional architecture with an institutional commitment to relational warmth, communicative clarity, and neurodiversity-affirming systemic reform across higher education.
