The systematic evaluation of research impact within the Research Excellence Framework (REF) significantly distorts scholarly culture by prioritising marketised outcomes over intrinsic intellectual inquiry. Proponents argue that structured impact assessments encourage civic accountability and ensure that public funding translates into demonstrable societal benefits, as reflected in policy debates surrounding international adaptations of the UK model (SSRN-3414086 2019). From this perspective, national evaluation frameworks encourage higher education institutions to demonstrate clear relevance and produce tangible social and economic value. However, this administrative mechanism introduces profound institutional distortions that undermine academic autonomy and scholarly integrity.
