Okunlola and Naicker (2025) identify this period as a transition toward digital leadership, where technology ceases to be an ancillary tool and instead becomes a foundational pillar of institutional governance and pedagogical delivery. The rapid proliferation of generative artificial intelligence (AI) has forced a re-evaluation of traditional instructional models that have remained largely static for decades. While the United States remains a global leader in AI development, Hristova (2025) observes that the pedagogical application of these tools remains fragmented, characterized by a lack of cohesive national strategy when compared to the centralized approaches seen in other global regions. This fragmentation creates a landscape where the benefits of AI are distributed unevenly, reflecting broader socioeconomic tensions within the American public service sector. The integration of AI into classrooms is not merely a technical upgrade but a fundamental restructuring of the relationship between educator, student, and knowledge. To address these tensions, this dissertation is guided by the following central research question: How does the integration of artificial intelligence into pedagogical and institutional frameworks affect the quality of education and the equity of outcomes within the United States? Sub-questions include: To what extent do current AI teaching strategies enhance or diminish student critical thinking? In what ways does funding stratification in AI adoption mirror or amplify historical socioeconomic divides? What specific ethical and regulatory challenges are most prevalent in the deployment of AI within American public schools? Finally, how does AI-driven efficiency in public service delivery impact the human-centric elements of the educational experience? The primary aim of this research is to evaluate the multifaceted influence of artificial intelligence on educational quality, institutional equity, and governance within the United States. Achieving this aim requires the fulfillment of several specific objectives. First, the study analyzes the integration of AI in teaching strategies, moving beyond simple automation to examine how these tools change the cognitive demands placed on students. Second, it examines funding stratification to determine if AI is becoming a "luxury good" in education or a democratizing force. Third, the research assesses the ethical and regulatory challenges that currently stymie a cohesive national response to AI. Finally, it evaluates efficiency outcomes in public service delivery, determining whether AI truly optimizes administrative tasks or merely shifts the burden of labor. The object of study is the U.S. educational system, encompassing both K-12 and higher education institutions as they navigate the transition to AI-enhanced environments. The subject of study is the impact of artificial intelligence on pedagogical and institutional frameworks, with a specific focus on how these frameworks adapt to the pressures of technological disruption. By distinguishing between the system (the object) and the specific impact of the technology (the subject), this research maintains a focus on the structural shifts rather than just the tools themselves. The scope of this dissertation is delimited to the United States educational system between 2020 and 2025, a period that covers the post-pandemic digital acceleration and the emergence of sophisticated large language models. While international trends are referenced to provide context—drawing on the comparative work of Hristova (2025) and Cabanillas-García (2025)—the primary analysis remains fixed on the unique legal and social landscape of the American classroom. This study does not attempt to predict the long-term evolution of "Super AI" but focuses instead on the immediate and intermediate impacts of Narrow and Generative AI as defined by Damar and Özen (2024). Furthermore, while the dissertation touches upon the technical architecture of AI, it is primarily a social science and policy inquiry rather than a technical manual for AI development. The theoretical significance of this work lies in its contribution to the burgeoning field of digital leadership and AI ethics in education. It challenges the techno-optimist narrative that views AI as an inherent equalizer, instead proposing a more nuanced framework that accounts for the "algorithmic bias" and "resource gatekeeping" identified in recent literature. By synthesizing bibliometric trends (Gencer & Gencer, 2025) with qualitative analysis, this research provides a new lens through which to view the intersection of technology and public administration. Chapter two focuses on the pedagogical shift, analyzing how AI tools are being used to both personalize learning and automate assessment, and the subsequent impact on student agency. The third chapter addresses the socio-economic dimension, specifically the funding stratification that threatens to create a "digital underclass" in the American education system. Chapter four is dedicated to the ethical and regulatory landscape, examining the tension between innovation and student privacy. The fifth chapter evaluates the administrative efficiency of AI in the public sector, questioning whether the promised time-savings for educators have materialized. The final chapter synthesizes these findings, offering a critical assessment of the future of AI in U.S. education and proposing a framework for more equitable and ethical integration. Through this rigorous analysis, the dissertation seeks to provide a definitive account of how AI is reshaping the American educational experience, ensuring that the drive for technological progress does not come at the expense of social justice or pedagogical integrity.
