The sudden ubiquity of large language models and automated decision-making systems has caught American higher education in a state of reactive adaptation. While these technologies promise to streamline enrollment management and personalize student support, their arrival precedes the establishment of robust institutional guardrails. Universities currently face a landscape where individual departments procure software independently, creating a fragmented technological ecosystem. This decentralization often bypasses traditional procurement scrutiny, leaving institutions vulnerable to unforeseen algorithmic biases and security breaches. Effective management of these tools requires a transition from ad hoc responses toward structured administrative frameworks. Fragmented adoption strategies introduce significant liabilities regarding data sovereignty and academic integrity. Without centralized oversight, the deployment of predictive analytics for student success can inadvertently codify historical inequities. Current administrative structures frequently lack the technical literacy or the mandate to evaluate the ethical implications of proprietary black-box algorithms. This gap between technological capability and regulatory capacity results in a governance vacuum where institutional values may be compromised for the sake of operational efficiency. Reconciling these competing pressures necessitates a rigorous re-examination of how universities authorize and monitor digital tools. This project addresses the systemic need for a unified administrative governance framework designed specifically for the US postsecondary context. Central to this effort is the definition of clear policy parameters that delineate acceptable usage of computational models across academic and operational units. Beyond mere policy drafting, the initiative establishes concrete oversight mechanisms to ensure ongoing compliance and accountability. Success depends on the development of standardized evaluation metrics capable of quantifying performance against both technical benchmarks and ethical standards. These metrics must account for accuracy, transparency, and the potential for disparate impact on marginalized student populations. By providing a structured priority rollout for institutional leadership, the framework transforms abstract principles into actionable administrative protocols. This sequential approach allows for the testing of controls in low-stakes environments before scaling to critical university functions. The development of these controls involved a multi-stage analysis of existing institutional policies and emerging federal guidelines.
