1.1 Strategic Health Vision and Technology Acceptance Models
Theoretical conceptualizations of digital health adoption across the Gulf Cooperation Council (GCC) operate across distinct analytical dimensions. Early regional synthesis approaches digital health predominantly as a collective modernization project, framing adoption through infrastructural readiness, institutional deployment, and strategic policy convergence across member states (Khoja et al., 2016). In contrast, subsequent behavioral frameworks shift analytical attention toward localized multi-stakeholder interaction, utilizing technology acceptance theories to conceptualize adoption as an ongoing socio-technical negotiation among patients, healthcare practitioners, and administrative leaders (Al-Shorbaji et al., 2019). While infrastructural paradigms emphasize macro-level technical capacity and policy harmonization across the Gulf, multi-stakeholder models highlight individual perceived usefulness, usability constraints, and organizational culture as primary theoretical drivers of implementation success. More recent scholarship integrates these distinct analytical traditions by analyzing two decades of regional literature through bibliometric and thematic synthesis, demonstrating that digital health adoption models have evolved from descriptive infrastructure assessments to complex systemic frameworks that encompass cross-border governance, user literacy, and institutional transformation (Al-Bader et al., 2026). Consequently, conceptualizing adoption within the GCC requires reconciling high-level strategic health visions with the granular behavioral determinants that govern clinical and consumer practice.
